
The Executive Yuan passed the「National Information and Communication Infrastructure Security Mechanism Plan」 on January 17, 2001. The National Information and Communication Security Taskforce (NICST) was subsequently established directly under the Executive Yuan with the Premier as its General Convener, the Vice Premier as Deputy General Convener, and the NICI general Convener of the Executive Yuan as Chief Executive Officer. The NICST has seven working groups under it, i.e., General Operations, Information and Communication Security Technology Service Center (ICST), Standards, Audit Service, Information Gathering, Cyber Crime, and Incident Reporting. NICI, Ministry of Economic Affairs (MOEA), National Science Council (NSC), Ministry of Justice (MOJ), and Directorate General of Budget, Accounting & Statistics (DGBAS) are responsible for forming the seven working groups respectively, to launch the building of the information and communication security infrastructure.
